My neighbors trees are on my side of the fence and they are to high for us to be able to cut them.?

the trees shade our garden and drop pine needles all over it..when we moved into this house there were no trees by that side of the fence and now all the trees are hugh and shade the whole side of the yard including our swimming pool and garden. Not to mention they are very messy..Can we hire someone to cut the trees and give the bill to the neighbors?
