How do i throw the best party?

i want to throw a party with around 20 - 30 people. I want to meet people i dont know but i dont want party breakers they are people who break your stuff because they take it to far if you didnt know. Also their will be no parents. i dont have a lot of money so if you guys could help me figure out how to get foo, drinks, i dont know what else just tell me ideas. So if u guys can give me tips on how to throw an awsome party without party breakers that would be great.
